Minutes of Bishops Hull Local Action Team

Meeting Tuesday 27th April 2010, Robin Close Meeting Room 19.00

Present: Nick Mott (chairman), Dave Smith, Tom Catherall, PC Claire Griffiths, Ken Burgess, Rod Porter, Ian Morrell, Sharon Legg (Taunton Deane, Council for Voluntary Service), Jenny Flannagan, Alan Russell and Mo Golding (landlord and landlady of the Old Inn, Bishops Hull).

  2. Nick welcomed everyone to the meeting.

  3. Minutes of the meeting held on Tuesday 09 March 2010
  4. These minutes were agreed noting PCSO Parry had not been specifically asked to contact the new headmistress.

  5. Youth Activities
  6. Police supported youth activities:

    Unfortunately the second mountain biking event at Haldon did not materialise though other trips would be planned for the summer.

    Junior Youth group: The LAT provided help at the last two meetings. After minute note: Jane Kilty was looking to have two dates in July and one in September for the next meetings. Contact the LAT secretary if you can provide help in moving furniture or if you wish to help Jane organising activities.

    Support for 12- 16 Youth Group:

    With the aim of establishing the senior youth group on a more formal basis the LAT welcomed Sharon Legg from the Taunton Council for Voluntary Service (CVS). Sharon spoke eloquently about what the service provides and opportunities of funding. The LAT registered with the CVS. After minute note: An application form seeking assistance to help establish a club has been sent. Financial assistance could be sought on the basis of need and evidence of what the group had already achieved.

    Simon Parry had been tasked over the coming year to help establish a senior youth group that would be responsible for itself rather than being organised by the Police.

    The landlord and landlady of the Old Inn offered to help with Nintendo WII and/or film nights at the Old Inn on a Friday evening or a Sunday afternoon in the skittle alley.

    Ian wondered if Brett Handsford from the TA Centre would be able to provide an abseiling wall at the Party in the Park.

    It was agreed to hold a separate meeting with Simon Parry to discuss plans and LAT’s role in setting up a youth club

     

     

     

    Paintball;

    Clare reported that though the Police were no longer the lead Agency in this project she was waiting to hear about dates being offered during 2010 at £12 per head.

  7. Speedwatch
  8. Details from the speedwatch for recent weeks;

    Speedwatch had taken place on Bishops Hull road on 12th, 17th, 23rd March and the 9th, 20th and 26th April. Dave circulated copies of the reports which showed that on Bishops Hull road the team were continuing to identify over 10% of drivers exceeding the speed limit.

    3 drivers had been referred for remedial training as a result of the team’s work.

    The speedwatch team has 4 members – further members would be very welcome.

    Further dates have been booked for May – dates for June and July will be added shortly.

    The annual re-calibration of the speed gun is due shortly and will cost £200. Trull Parish Council will be asked to cover half of this cost and Dave will also ask Chris Fry to see if he has any funding available.

    It was thought unlikely that Pete Yeandle will be available to help the team this year.

    Speeding and parking problems had been reported in Heron Drive.

    The object of the Speedwatch is to deter inappropriate speed.

  9. Report of the Village Events Group (VEG)
  10. The fund raising quiz took place on Friday 23rd April at the Community School at 7.30pm and was well supported. The Group had raised £400 - a very successful result.

    The main village event would take place on 12th June 2010.

    The Group had met last night to prepare for the countdown to the event being organised on 12 June. 2 bands have been booked, the event will finish at 10pm. It was not clear yet whether the TA would be participating – Ian Morrell offered to follow this up if necessary. The police community vehicle has been booked for the event.

    LAT members will be asked to provide help on the day.

  11. Police Report
  12. The only significant matter of concern was persistent anti social behaviour by a small group of young people on Mountway Road. Individuals have been identified and Claire and Simon are addressing the problem.

    Taunton Deane’s only mobile CCTV camera is to be moved from Malthouse Court. This was thought to be because levels of anti social behaviour had reduced to more or less zero. Some concern was expressed about the handling and communication of this decision – as was likely to have dropped anyway over the winter and spring and residents may be concerned that it was being removed just ahead of the summer when problems were more likely. Agreed to follow up with letter to Taunton Deane asking about the reasons for the decision.

     

  13. Parish Council Report
  14. Ken reported that a bench had been installed at Haydon Close and that a grit box is planned to be located near Meryan House.

    There had been a meeting about footpaths – a number of finger posts had been removed.

    It had been noted that the lights were being left on all night at the Park and Ride on Silk Mills and the Council would take this up to see if this was necessary.

    The Council’s annual meeting, and the annual parish meeting, will take place on 20th May starting at 7pm. It would be helpful if the LAT could submit a report.

  15. Treasurer’s Report
  16. Current balance is £674, including £450 from Cllr Alan Paul to help with funding for costs of projects such as mountain biking.

    The net costs of the first mountain biking outing had been £37 : the event had cost £75, and participants had paid £38 towards this.

    The Council’s invoicing for the LAT’s use of the meeting room at Robin’s Close is now up-to-date and all payments have been made.
