Minutes of Bishops Hull Local Action Team

Meeting Tuesday 1st December 2009, Robin Close Meeting Room 19.00

Present: Nick Mott (chairman), Dave Smith, Rod Porter, Tom Catherall, Ken Burgess (parish council), PC Claire Griffiths, Simon Parry (PCSO).

Apologies: Cllr Nigel Stuart-Thorne, Malcolm Summers (parish council), Pete Yeandle.

1. Welcome

Nick welcomed everyone to the first meeting following the AGM.

2. Minutes of the meeting held on Tuesday 8th September

These minutes were agreed without amendment.

3. Speedwatch

The speedwatch team had been out on several occasions during October and November in Bishops Hull. Dave listed the locations and statistics of speeding on each occasion. Example statistics: On one occasion 12 speeders were recorded out of 141 vehicles and on another 27 speeders out of 318 vehicles. Bishops Hull Road appears to be a route where speeding is more likely to occur. There was little evidence of speeding in Netherclay or around the school. The most excessive speed recorded was one motorist doing 49mph in a 20mph zone. Locations and operating hours were also discussed.

Dave is also assisting with the Speedwatch in Trull & Staplehay. The offer was made for anyone wishing to assist with Speedwatch that Chris Fry would arrange the necessary training. The Speedwatch Team are covered by Police insurance when they are working with the speed gun.

In the near future Speedwatch teams in Somerset and Devon will be coordinated by Fire Service administrators to free up Police time. New forms will also be introduced to enable the Speedwatch team to record motorists on mobile phones and not wearing seat belts. The new system will permit greater coordination across Speedwatch teams.

A board has been provided that explains to motorists that Speedwatch is taking place when the team is in action.

4. Report of the Village Events Group (VEG)

It was reported that the VEG had held very successful quiz and skittles evenings which had helped to raise funds to cover vandalised equipment at this years summer event and to have money in hand for next year.

The VEG group will be helping with the 'Carols around the tree' event on 21st December.

The VEG group had a recent AGM, they now have a formal constitution and Rod Porter from the LAT was elected onto the committee.

The next meeting was to be held on March 1st and a summer event was being proposed for June 2010.

5. Youth Activities

Paintball; nothing further.

Energise: Energise discos have now stopped until spring 2010. It was reported that at the last Energise disco in 'Shout' there had been fighting and vandalism. There are proposals to limit the Energise discos to 11-14 year olds as it appear that it is the older youth from outside Taunton that may be responsible for the problems. Other proposals include tickets only being available through local schools.

Police supported youth activities: PCSO Parry had approached the Deputy Head of Castle School to determine the interest in promoting activities for young people in the 11-16 age group. There are approximately 150 Bishops Hull young people at Castle School in this age group. A circular letter had been drawn up to supply to the school to see how much support there would be for paintball, mountain biking and watersports.

Simon would be able to deliver a mountain biking event at short notice as all the requirements were already in place. A small contribution would be requested from those attending.

Youth group: The LAT discussed a proposal put to the Parish Council and the LAT about the provision of a youth group in Bishops Hull (BH) to develop activity for the 12+ age group. The LAT had also received details about youth facilities at the Trident Centre in Galmington.

Before progressing with a BH 12+ youth group with a paid youth worker the LAT decided to await the response from PSCO Parrys letter around Castle School to judge the level of youth enthusiasm.

It was also noted that the new landlords of the Old Inn were keen to promote youth activity and they would be invited to the next meeting.

The 7-11 youth group were looking for someone to help repair their equipment. Claire was able to suggest someone would could assist.

6. Police Report

A CCTV camera has been installed in the village to cover the childrens play area, the church, the park and the road by the Constitutional Club. This initiative will hopefully deter vandalism in the play area.

A 'Cold Calling Alert Zone' has been established in Gillards and signs will be going up soon. Letters have been sent to residents of Gillards to comment on the initiative which have to be returned by 1st January 2010.

PCSO Parry is looking for help from 'community volunteer supporters', in particular 'Car Crime Volunteers' and 'Police Post Support Volunteers'. Anyone from the village can volunteer. Dave and Rod expressed an interest and would have a further meeting with Simon.

The police are planning to issue a community news letter, a generic format covering Somerset which is hoped will be issued via local schools.

Recent Police issues relevant to bishops Hull were the reported theft of a road trailer and the theft of the floodlights from around the church.

7. Parish Council Report

Persimmon had gained outline planning permission for a development in Bishops Hull. It was likely there would be an appeal to the Secretary of State as the development was outside the Taunton development limit.

Section 106 (facilities for the village) possible options were discussed.

The cobbles in front of the cottages in Netherclay are being replaced.

Parts of Shutewater has been re-surfaced but the white lines (H bars) have not been re-instated. It was asked if the parish council would 'chase' this.

A bench is being installed near the junction of Bishops Hull Hill and Haydon Close.

A parking scheme survey is being carried out around Heron Drive.

8. Treasurer's Report

The LAT has £308.38 with known outgoings of £24.

The date of the next meeting would be Tuesday 26th January 2010 at the Robin Close meeting room at 7pm.
