Minutes of Bishops Hull Local Action Team

Meeting Tuesday 26th January 2010, Robin Close Meeting Room 19.00

Present: Nick Mott (chairman), Dave Smith, Rod Porter, Tom Catherall, Simon Parry (PCSO), Jane Kilty, County Councillor Alan Paul, Stephan Foster, Councillor Ian Morrell, Brett Handsford (TA Centre), Sue Tweddle.

Apologies: Malcolm Summers (parish council), Pete Yeandle, PC Claire Griffiths, Ken Burgess (parish council), Chris Fry.

1. Welcome

Nick welcomed everyone to the meeting.

2. Minutes of the meeting held on Tuesday 1st December 2009

These minutes were agreed without amendment.

3. Youth Activities

Police supported youth activities: PCSO Parry had approached the Deputy Head of Castle School to determine the interest in promoting activities for young people in the 11-16 age group. There are approximately 180 Bishops Hull young people at Castle School in this age group. A letter had resulted in a minimal response. It was felt that this was because the letter was left for the pupils to collect from the foyer rather than being handed out to the individuals themselves. PCSO Parry would look into a further initiative with the school.

Junior Youth group: No dates had yet been booked for the 8-12 youth group.

Support for 12- 16 Youth Group: Jane Kilty was seeking to initiate a Youth Group with a youth worker and youth service support (youth workers cost approx. £10 per hour). The initiative was seeking a place to meet and ideas to pursue and letting the young people know what was happening.

Brett Handsford was hopeful that the TA centre could be used for one event at the end of May or June to include activities that are not solely military based (fun day or open evening).

Stephan offered six dates during 2010 (normally requiring 4 weeks notice) were he could take up to 15 young people mountain biking at Haldon on a Saturday between 0900 - 1800. The cost would be £75 to include the hire of the bikes and transport. Parental consent would be required and the young people would be expected to contribute to the cost.

County Councillor Alan Paul kindly offered to contribute to sponsor the mountain biking initiative.

PCSO Parry also noted that activities took place during the summer at Wimbleball, including, sailing, windsurfing and canoeing for a cost of £18 per head.

Ian Morrell noted there may be 'Section 106' money from a housing application within the village.

Jane had the names of young people who had previously belonged to the junior youth group who would be interested in some of these initiatives.

Other venues for holding youth meetings that could be approached included the Constitutional Cub, the Old Inn and Northfields Educational Centre.

Other people to approach included David Baker of the Link Centre and David Bullock of the sports partnership based at Castle School and any support the Parish Council may be able to provide.

Advertising the events, it was hoped this could also be promoted via the Bishops hull Community News letter.

Jane also mentioned the Somerset Rural Youth Project which is a rural regeneration organisation whose mission is to work with young people, encouraging them to take responsibility for themselves and become actively involved in shaping the communities in which they live.

Jane, Simon, Stephan & Brett would take the options forward.

Paintball; Nothing further.

After minute note: In the latest newsletter from Hestercombe Gardens 'Active Hestercombe' includes dates for paintballing. The 7th and 14th April are for 12-16 years. It states the time as 10-3,30 at a cost of £25.

With Hestercombe doing paintball sessions commercially plus the pressure on local authority budgets, there seems little or no chance of the 'old' project re-appearing under TDBC's auspices.

4. Speedwatch

Dave Smith was now running the Bishops Hull speedwatch.

The speedwatch team had been out once in December.

Dave has got 9 dates planned until the end of March 2010 mainly on Bishops Hull Road where the main problem with speeding appears to be.

Other venues will be Netherclay and Waterfield Drive.

Statistics from the Bishops Hull Road speedwatch would also be sent to the Parish Council and the Somerset Traffic Regulation Panel for use with the Persimmon Home housing application.

Pete Yeandle who had initiated and previously organised the speedwatch in Bishops Hull. We look forward to his return to the group.

5. Report of the Village Events Group (VEG)

The next meeting was to be held on March 1st and a summer event was being proposed for June 2010.

6. Police Report

It had been a relatively quiet period since the last meeting.

A no cold calling area had been established in Gillards.

The next 3 months will focus on an initiative combating Anti-Social Behaviour.

7. Parish Council Report

The following is a brief comment on topics considered at the last Parish Council meeting (14th January);

1) PACT...as well as general duties PCSO Simon will be looking at anti-social behaviour, dog fouling and dangerous parking (on the corner opposite the Post Office).

2) It is intended to hold an initial meeting of a possible steering committee to discuss action to improve facilities in the village using funds from Section 106 agreements associated with the Persimmon application.

3) It was agreed that, subject to conditions, a grant of £1000 would be made to the Frank Bond Centre should a widening of the footway near the bus stop be included in the works they are proposing to their boundary.

4) The recent bad weather has resulted in some requests for the provision of salt/grit and this is to be considered. The main drawback is the lack of suitable locations for the relatively large storage bins.

8. Treasurer's Report

The LAT has £308.30 with known outgoings of £36.

9. AOB

Dave Smith had applied for a 'Police Support Volunteer Post' and was waiting to hear the result of his application.

10. Date of next meeting

The date of the next meeting would be Tuesday 9th March 2010 at the Robin Close meeting room at 7pm.
