SUMMARY OF MEETING: 9th DECEMBER 2009

  1. It was noted with regret the death of William (Bill) Kennedy, which had occurred on 6th December.  Bill was a former parish councillor and Chairman who, along with his wife Pauline, had devoted much of his retirement to the service of the village.
  2. The trustees of the Frank Bond Centre intend to have works carried out on their boundary wall in Mountway Road and want to include widening the pavement by the bus shelter, a project which had been previously considered by the Parish Council.  A donation was sought towards this work, but the Council postponed making a decision until their next meeting.
  3. The draft Financial Regulations were adopted.
  4. The estimates and budget for 2010/2011 were considered, and the precept for the next financial year was left unchanged at £20,000.
  5. The Persimmon Homes planning application for new housing on land to the west of Bishops Hull Road had been approved at a recent meeting of Taunton Deane’s Planning Committee.  Cllr Ian Morrell was present and urged the Council to support him in his request for an appeal to the Communities Minster.  This was agreed, although members agreed that their attention should now focus on the S106 agreements which could benefit the parish in many ways.
  6. Members received a report from the Local Action Team that Speedwatch  was still functioning, and many letters had been sent out by the Police to speeding motorists.  CCTV had been installed opposite the play area in an effort to reduce vandalism.
  7. The Chairman had recently met with the Somerset Wildlife Trust and TDBC to discuss the future management of the community woodland.  This was being taken over by the Parks Department and there were some concerns about their ability to manage a wildlife area.  Some wildflower planting was to be done next year and the Parish Council would be asked for assistance with funding.
  8. The Parish website was discussed, and it was agreed to put the matter on the next agenda in order to try to clarify the relationship between the Council and the website managers.  It was felt that more use could be made of it, but that it must be kept up-to-date and that may require more investment.  Tributes were paid however to Jill Coldicott and David Jorgensen for all their work on the website to date.
  9. Mountway Close – an attender at the meeting raised the problems of parking in Mountway Close which is in fact a private road, which means that it is maintained and resurfaced at the expense of residents.  Parking is therefore restricted to residents, their visitors and service vehicles.

  12. The next Parish Council meeting will be on Thursday 14th January 2010 at the Frank Bond Centre, starting at 7.30 p.m.
